In the age of the data and artificial intelligence, the data itself has become as the fuel of new innovations, improvements and prosperity. However, in the domain of healthcare and citizen-based personal data, the regulation and freedom of usage have been naturally remarkable more controlled than in the other domains. This study takes a look on the domain where the information considered is personal data, yet its secondary usage is not regulated as strictly as, for instance, personal health records. The case of wellness records is used as an exemplar case as it falls between these ends. This study contributes to this discussion of ethical data economy by emphasizing the point of cultivating or preventing innovations in the usage of data. While a majority of the extant literature focuses on the aspects of control and freedom, this study emphasizes also the potential for new innovations that the data could offer. Tendering for such systems is governed by laws aimed at eliminating unfair advantages and offering all possible parties equal opportunities to participate in the tendering process. In this article, we study in-house procurement, where the acquiring organization is an owner of the sub-contractor that delivers the system. Municipalities’ purchase invoice data is used to determine how greatly municipalities in Finland depend on in-house procurement. Technological developments have made the ongoing wave of digitalization possible. Digitization is about automating the production and utilization of information and redesigning processes. The design of intelligent and artificial intelligence-enabled systems requires an extension of the traditional design methods used by experts with engineering and information and communication technology (ICT) design backgrounds to a holistic understanding of human needs and the operating environment. Here, life-based design approach serves as a good tool for designing the necessary service processes and human-technology interaction (HTI) solutions. The Finnish government is investing in the digitization of public services. The problem with public digitization projects is the lack of resources in municipalities. This applies to the procurement process, design, and implementation of projects, leading to isolated systems and services without being developed in accordance with the enterprise architecture, digitalization, and service design roadmaps. The change in society and the need it creates for an achievable and sustainable system development require a new kind of investment in competence from procurement organizations. Common terminologies and process descriptions among experts in different fields will play an important role in defining and implementing large-scale multidisciplinary information systems. The development of sustainable and cost effective accessible public information systems and digital services usually requires procurement.
