On Tuesday, June 18th, the Marion City Council unanimously approved a Language Access Plan. The Language Access Plan outlines how the Town will interact with community members who speak languages other than English, about 20% of the Town's population. Over the past year, staff from the City of Marion and Centro Unido Latino Americano participated in monthly workshops with the Building Integrated Communities team to develop the Language Access Plan. El Plan de Acceso Lingüístico describe cómo el municipio interactuará con miembros de la comunidad que hablan idiomas además de inglés, cerca del 20% de la población. Español is not only my mother tongue, it is the language I share with my kids. I speak 6 languages, but it is my Spanish accent that remains. I am proud of it. At a recent United Nations panel discussion titled "Exploring Spanish - A Language of the Americas" on Spanish Language Day, we talked about how Spanish has changed over time and how it is important in shaping American culture. I also shared ideas about how we can celebrate our Latinidad in different ways, going beyond just language. Here in the US, having a Spanish accent resonates differently with different people, and accents have not always been perceived and received positively. Sometimes people speak to us differently, deliberately and slowly, as if the accent means our understanding of English is not fluent. We’ve all been there. But really, this is what it means when you speak English with an accent. It means you are bilingual, sometimes trilingual and more. So it is up to us to “flip the script.” We need to celebrate accentism for its rich implications, rather than feeling defensive and diminished. Speaking multiple languages is not only a desirable skill in the global marketplace, but it also implies an understanding of multiculturalism, adaptability and flexibility. Make no mistake, these are critical skills in a world that is continually changing, and doing so faster and faster. I was proud to participate in this panel on Spanish Language Day, and we expanded the celebration of our Latinidad after at a reception I hosted with the PVBLIC Foundation and the Friends of the National Museum of the American Latino. Latinos — our language, our values, our art, music, dance and, of course our food — are finding expression in mainstream US culture more and more. It’s a beautiful thing to see. With Latinos, everything is possible.

The Helsinki City Education Department is proposing to abolish the entrance exam for Bilingual Education programs. I want to share how it will affect the future of Finnish-Spanish Bilingual Education in Käpylä School, Helsinki. Concerned families believe these changes could significantly undermine the program's unique nature and success. Without the entrance exam, the program may shift towards a "Spanish as a second language" model, which does not meet the needs of bilingual children. Research and UNESCO guidelines emphasize that bilingual education enhances educational quality and promotes social equality by supporting children in their mother tongue. The proposed changes may disproportionately impact children and families from Spanish-speaking migrant backgrounds, reducing their access to a program that has been instrumental in their integration and education. Moreover, the current proposal's success in Käpylä school depends on a high number of bilingual applicants, which is uncertain under a lottery system. Mixing proficiency levels without a strong linguistic connection in families may lower the overall language proficiency and effectiveness of the program. To preserve the integrity and success of the Spanish-Finnish bilingual program, we urge the community to support our petition.
