Begun and held in Cotabato City, on Friday, the 29th day of March, 2019.

AN ACT ADOPTING THE OFFICIAL HYMN OF THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO

Be it enacted by the Bangsamoro Transition Authority Parliament in session assembled:

Section 1. Short Title

This Act shall be known as the Bangsamoro Hymn Act of 2020.

Section 2. Declaration of Policy

In the exercise of its right to self-governance, the Bangsamoro Autonomous Region in Muslim Mindanao is free to adopt its Bangsamoro Hymn that conveys and preserves the peoples' identity, history, heritage, and aspirations.

Section 3. Adoption of the Official Bangsamoro Hymn

Pursuant to Article II, Section 2 of Republic Act No. 11054, there is hereby adopted an Official Hymn of the Bangsamoro Autonomous Region in Muslim Mindanao, hereinafter referred to as the Bangsamoro Hymn.

Section 4. Official Lyrics

The official lyrics of the Bangsamoro Hymn shall be as follows:

Simula noon hanggang ngayon
Iisa ang naging layon
Magkaisa at magbuklod
Kagitingan ay marudob
Tumayo tayo mula sa hamon ng nakaraan
Niyapos ang panganib na humahadlang
Pinangako sa puso at paniniwala
Ang ginhawang para sa kabataan

Bansamoro'y tagumpay
Bunga ng pawis, dugo, at buhay
Kapayapaan, katarungan
Ay atin nang nakamtan
Alhamdulillah, Alhamdulillah
Pagpalain Bangsamoro
Bangsamoro, Bangsamoro
Lagi kang mamahalin
Walang pipigil sa damdamin
Mga pangako'y tutuparin
Habang-buhay kami sayo'y magbabantay

Mananatili sa puso't isipan
Ang kahapong humimlay na
Nagbuwis ng buhay

Section 5. Rendition of the Bangsamoro Hymn

The rendition of the Bangsamoro Hymn, whether played or sung, shall always be in accordance with the official musical arrangement and composition. An Arabic, English or any of the Bangsamoro language or dialect version of the official Bangsamoro Hymn as approved by the Chief Minister shall likewise be considered official.
All public and private schools, colleges and universities, public offices, government-owned or controlled corporations, and other government instrumentalities within the Bangsamoro are required to play and sing the Bangsamoro Hymn during flag-raising and flag loweing ceremonies. Other offices of the Bangsamoro that are outside its area of autonomy are likewise required to play and sing the Bangsamoro Hymn.
The Bangsamoro Hymn may also be played and sung in ceremonial and symbolic functions and private activities.
Whenever the Bangsamoro Hymn is sung, it shall always be preceded by the singing of the Philippine National Anthem pursuant to Article II, Section 2 of Republic Act No. 11054.

Section 6. Penalty

Any person found willfully violating any provision of this Act shall upon conviction shall be punished by a fine of not less Fifty Thousand Pesos (Php 50,000.00) but not more than One Hundred Thousand Pesos (Php 100,000.00) or by an imprisonment for not more than six (6) months or both fine and imprisonment at the discretion of the court.

Section 7. Repealing Clause

All previous laws, Executive Orders, other decrees, and rules and regulations of parts thereof inconsistent herewith are hereby repealed or modified accordingly.

Section 8. Separability Clause

Any provision of this Act that will be found by a competent court to be contrary to the Constitution of the Organic Law, such provision shall be severed from this Act, and such action shall not affect the enforce ability of the remaining provisions hereof.

Section 9. Effectivity

This Act shall take effect fifteen (15) days after its publication in a regional newspaper of general circulation in the Bangsamoro.
