Multiple IPs were evading blocks on Cebu-related pages, which this editor recently edited. Additionally, one of the IPs blocked for evading a previous block made this edit: https://en.wikipedia.org/w/index.php?diff=1237952047&oldid=1237951772&title=Wikipedia:Edit_filter/False_positives/Reports - this feels obvious, but requesting CU just to be safe.
