Well, we have a really strict policy on images. Basically, we only use images that are in the public domain (or licensed under the GDFL, which is basically the same thing)- see WP:IUP. There are a few exceptions for special cases (see WP:FU but this wasn't one of them. So really we mostly only use images that are really old (and their copyright has expired) or that someone made and released into the public domain. Sorry we have to be so strict but there it is. Did you get some kind of email from the owner of the website/image that they were willing to release this image? If so, Have you forwarded it to Wikipedia?
