The number itself comes from an estimate by Bernard Fall, whose methodology has been subjected to vigorous and fair criticism by scholars. The low-end documented number is, according to declassified execution "quotas", field studies after the war, declassified archival documents from outside Vietnam, official statements by VCP officials abroad) is 10,000-15,000.
