I'm sure that when I lived in Hong Kong 20 years ago Route 1 went all the way to the Chinese border along the eastern branch of what is now Route 9. The notes could use some copy editing, or just plain rewriting, for clarity. As boring as it may be to read, there's a reason "Northbound entrance and southbound exit" or similar is so easy to understand, even if it gets repetitive when there are a lot of incomplete interchanges.
