Updating this article

Little of the material in this article refers to a period later than the last 12 years. The entire entry needs updating with relevant new sources of information.

I've made a start with the introduction, but need to confirm some of the statements there with suitable references. If any one else can add them that would be excellent!

Made one intro change, added a reference

There was a sentence at the end of paragraph 4 in the introduction that said "A law was passed in December 2015, that would give national legislation precedence over international legal commitments." I felt that was kind of muddy - if the law *was* passed, it *does give*, yes? It only "would give" if it was not yet passed. At any rate, I found a reference to the law and redid that sentence with more details and the appropriate reference. Feel free to change/revert if this is not right.
