Compound of 葛(か) (ka) 西(さい) (sai, “the west”), the former an abbreviation of 葛(かつ)飾(しか)郡(ぐん) (katsushika-gun, “Katsushika District”, in Shimōsa Province); originally referring to the western half of the district.
