WikiAppreciation a term that describes the act of respecting and understanding another Wikipedian or another Wikipedian's effort. WikiAppreciation Day is the day that WikiAppreciation is strongly encouraged, which is to say, every day. WikiAppreciation differs from WikiLove in that it can be specific: even if you do not agree with everything an editor does, you can still appreciate some things that they have done. WikiAppreciation can also be given without the awkward feeling associated with saying that you "WikiLove" a Wikipedian that you don't really know.
Who should be appreciated? Well, in general, to deserve appreciation, all of one's edits should be in good faith. Even if a user only has one good faith edit, regardless of other edits, that one edit is deserving of appreciation. Maybe if the person sees that their positive changes to Wikipedia are appreciated by the community they will put more effort into it.
