Having reviewed this article, I have elected to place it On Hold, to allow a few minor issues to be fixed, mostly to do with footnote format.
Several footnotes lack retrieval dates (notably refs 2 & 4)
Note 2 is an offline reference and, I believe doesn't need a retrieval date.
Note 4 is a short version of the third item in the "Bibliography" section (which has a retrieval date there). If you think it needs the retreival date for the short form, I'll be happy to place it there also or instead. — Bellhalla (talk) 06:12, 4 September 2008 (UTC)Reply
Footnote 8 is somewhat confusing, as I don't see Shipping Board Operations listed in the "references" section.
