Peter Orszag could not have been "appointed" on 15th December 2008 both because President Obama was not president than, and wasn't yet confirmed by the senate. He technically couldn't have even been nominated at that date, as nomination is an official term which would require presidential action. The first external link is either mislabeled or misdirected, because it says it goes to the organization's website, which to me would mean OMB's website, but instead it goes to the website of the White House.

Here's a copy of the wording of the link:
