Eine Möglichkeit bieten sogenannte Kapazitätsmechanismen. Sie stellen Förderprogramme für Kraftwerke sicher. Die aktuelle Studie „Die Ordnung der Transformation – Versorgungssicherheit im Strommarkt“ kommt allerdings zu dem Ergebnis, dass eine Weiterentwicklung des derzeitigen Strommarktes der sicherere Weg wäre. Im Auftrag von Bundesverband Neue Energiewirtschaft e.V. (bne) , DIHK und European Energy Exchange AG hat die Connect Energy Economics GmbH verschiedene Arten von Kapazitätsmechanismen untersucht.
