#Australia’s offshore wind market saw significant milestones in the last month across the areas Gippsland, Hunter and Southern Ocean. 🔹In #Gippsland an intense month concluded with the award of the final six feasibility licenses All 12 projects, totaling 25 GW of potential capacity in Gippsland, have now successfully concluded the First Nations consultations and received the feasibility license. The projects now move forward to assess the feasibility of the awarded area by investigating the site conditions and obtaining relevant licenses for construction and operation. The feasibility assessment will go on, while the projects also need to prepare for the first offtake auction in the state of #Victoria, which is expected to kick off by end of 2024. However, some projects might be further along than others in terms of development and readiness to bid in the auction. 🔹In #Hunter the first project received preliminary approval The Equinor and Oceanex Energy’s 2 GW Novocastrian floating project received a preliminary approval, which is subject to the First Nations consultations. All applications were overlapping and the other applicants were found to be of lower merit. The finalization and award of feasibility licenses is on the horizon – but the 15-month award process that was seen in Gippsland could indicate that it may still take some time. 🔹 #SouthernOcean closed for offshore wind project applications in early July In the Southern Ocean area, JERA Nex and Alinta Energy announced the application for their Spinifex project. It will be interesting to see if authorities can reduce the lead time from application to award or whether the current process for mitigating overlapping applications will delay the process again. Auction warm-up: #India's first lease and support auction for offshore wind The Indian government has identified 15 sites across the states of Gujarat and Tamil Nadu as part of the plan to award 37 GW of offshore wind by 2030. The auction pipeline totals 15 GW, while the Indian government is also expecting to allocate 22 GW of capacity through an open-door model towards 2030. In June 2024, the government announced a support allocation of 767 mEUR for its second auction round for offshore wind, which is planned for FY2024-2025 and will include the award of both lease and support for two sites. Reflecting on a transformational first half of 2024 Before going into the summer holiday period, Aegir Insights’ team got together in Copenhagen for our annual Summer Gathering. #France seems to have avoided a far-right government, which is positive for offshore wind in the country France's parliamentary elections saw the left-coalition Nouveau Front Populaire emerging victorious with the largest number of seats, while Macron’s Ensemble coalition received the second most seats. The right-wing Rassemblement National (RN) became the third largest party, but failed to secure the desired absolute majority and is unlikely to be part of the new government coalition. This is good news for the French #offshorewind sector, as it seems to have voided the strong opposition from RN that promised a mortarium of #wind energy during the election campaign. However, the parliament’s new composition also creates uncertainty as negotiations to form a new government are expected to be difficult and could drag out. German lease price results look to have peaked last year. What does that mean for project viability? The results of #Germany's latest dynamic bidding offshore wind auction were published last week after several days of lease bidding. TotalEnergies and EnBW Energie Baden-Württemberg AG won a site each with lease prices totaling about 3 bnEUR and averaging 1.2 mEUR/MW, which is markedly lower than last year’s lease price. The biggest surprise, however, was RWE stepping out of the partnership with TotalEnergies for one of the winning sites.
