European Commission: Important Updates regarding EUDR 🌳 The European Commission's press release dated October 2, 2024, provides significant updates regarding the implementation of the EU Deforestation Regulation (EUDR). The key points are as follows: ▶Implementation Postponement: The Commission is proposing an additional 12-month transition period for the EUDR. This would extend the applicability date to December 30, 2025, for large companies and June 30, 2026, for micro and small enterprises. This proposal addresses concerns raised by international partners and stakeholders about their state of preparedness. ▶Guidance and Support: New guidance documents have been published to clarify the regulation's implementation. These documents cover various aspects, including the Information System, penalties, key definitions (e.g., "forest degradation"), traceability obligations, and product scope. ▶International Cooperation: The Commission is enhancing cooperation, particularly with smallholders and stakeholders in high-risk countries, to facilitate a smooth transition to deforestation-free agricultural supply chains. ▶IT System Completion: The IT system for due diligence statements is ready and will accept registrations starting November 2024. Full operations are scheduled to commence in December. 🌐Next Steps🌐 The Commission is inviting the European Parliament and Council to adopt the postponement proposal. Dialogues with international partners will continue, especially regarding the country benchmarking system, which aims to classify countries based on deforestation risk levels. Key changes: ➡ 42 standalone authorisations consolidated into 5 groups ➡Simplified applications: meet core criteria once, and just submit supplementary info for additional authorisations ➡Time-saving improvements for businesses and reduced admin burden Existing authorisations remain unchanged, but businesses can prepare by updating their Government Gateway Account. September Windsor Framework Agreements Delayed 🛑   The UK Government, with the agreement of the European Commission, has postponed the implementation of the new Windsor Framework arrangements for parcels and freight movements between Great Britain and Northern Ireland to 31 March 2025, as outlined in the latest HMRC update.    Further information and support will be provided, including webinars and guidance via the Trader Support Service. Germany Introduces Temporary Border Controls 🚨 In response to concerns over irregular migration, the German government has announced plans to temporarily reintroduce border checks across all its land borders. 📅 What's Happening: Since September 16, border controls have been implemented along Germany’s borders with France, Luxembourg, Belgium, the Netherlands, Denmark, Austria, Czechia, Poland, and Switzerland. This move is expected to last for six months, as allowed under EU rules in exceptional circumstances. 🔑 Key Details: ◾ Aimed at enhancing national security and curbing irregular migration ◾ Applies to over 3,700 km of Germany's borders with nine neighboring countries ◾ Part of a broader effort to address migration challenges within the Schengen Area While these measures may create some logistical challenges for trade and movement, Germany emphasizes their temporary nature and importance for maintaining security.
