Commons only requires that images be free in the source country and in the United States. The source country is the United States. UK copyright is completely irrelevant. I can confirm that it is not the user franz von pawlew, because this user who signals insert licenses where he claims to be the creator. a sane person would never take an action against such a file, where only the rules of Le (PD licenses) apply. BUT IT DOESN'T ABSOLUTELY HAVE TO DO with the uploads of franz pawlew, because his uploads were well font and with the right information, while this user you report, he is just a user who would seem just a beginner--37.183.21.173 18:53, 28 October 2020 (UTC)
