This SVG is not broken! (i.e. pin elements appear missing). You'll see the fully rendered image in Chrome, Firefox, Inkscape, svgomg, or *any agent* except these Wikimedia pages. Click on this image to see correct SVG. However, every other thumbnail and display on these pages is a PNG, actually. The PNGs are autogenerated from SVG by librsvg2.40.21.
It's very annoying, frankly, but I won't do a "workaround". The broken PNGs are due to librsvg bug: https://phabricator.wikimedia.org/T276684 [Inability to nest, or chain, <use> elements]. Bug was introduced recently, in 2020.
