The description page of the file is wrong: it states that "This file has been (or is hereby) released into the public domain by its author, Free Software Foundation", based on the disclaimer found on the page [1] at the GNU project website, which says that "the Free Software Foundation claims no copyrights on this song.". It is actually true that the FSF claims no copyright on this song, but it does not prevent its actual author, Richard Stallman, to do so. And de facto, he does.

Indeed, the lyrics of this song come with a copyright notice mentioning Richard Stallman. Also, this notice states that only verbatim redistribution is permitted. See [2] for the first distribution I found (1993): "Copyright 1993 Richard Stallman. Verbatim redistribution permitted if this notice is preserved.", and [3] on the GNU project website: "Copyright © 1993, 2001, 2002, 2003, 2004, 2005 2006 Richard Stallman. Verbatim copying and distribution of this entire article is permitted in any medium, provided this notice is preserved.".

It means that one cannot distribute a derivative work of this song, and therefore it is non free (a content, to be free, must allow distribution of derivative work).
