Out of project scope: Commons is not a private photo album. No educational purpose: Not used. Additionally: copyrighted designs of some certificates and official symbols of a Brazilian municipalitiy which are obviously not own work but may be in public domain if relevant info is provided.

Art. 8 are not subject to protection as copyright in this law:

 Info The 2 mentioned files by @Wsdantas: were updated by himself (from "own work" to {{PD-BrazilGov}})
For a {{PD-BrazilGov}}) based licensing we need (now) input and further details if these official symbols were published or commissioned by a Brazilian government (federal, state, or municipal) prior to 1983 - or not.
