[edit]Flag has no source. No official one can be found in the list of approved flags of administrative regions of Romania. Lacking that, the images only create confusion.

- Delete It's not an official flag, and therefore the licenses are invalid. It's not public domain because public domain only applies to official flags, and the cc-by files do not detail the files from which they're derived. We need full source and proper copyright details. If updated and validated then the files have limited educational value but could be relabeled and recategorized something like 'flag of Romania defaced by the coat of arms of Bucharest'. - Weak delete as out of COM:SCOPE due to factual inaccuracy that isn't the subject of commentary. These do have a compatible license, though; both the flag and the coat of arms are in the public domain, and putting them together is creatively trivial. ― Tartan357 Talk 20:57, 21 January 2022 (UTC)

Kept: No reason for deletion of this file. According to the Deletion policy a supposedly incorrect, original researched or not-neutral file is not a reason for deletion. This aspect should be addressed on the projects. These flags are used today on 316 articles/categories] in the projects, possibly stemming partly from Wikidata. Therefore these images can currently not be deleted from Commons. --Ellywa (talk) 17:21, 9 June 2022 (UTC)
