Image is labelled in the bottom right corner as created by Theodore Fujita of the University of Chicago. Though NOAA use the image, use does not equal ownership. As detailed at the source: "The information on government servers are in the public domain, unless specifically annotated otherwise" (my emphasis).[1] Consequently, this image does not fall into the same category as the "Courtesy of.." images hosted by the NOAA, whose copyright is released. --DrKiernan (talk) 17:22, 9 October 2009 (UTC)
