I have strong reason to believe this file is a copyright violation. This is currently the user's only upload, with other two files seemingly deleted. I found the image on a fan site for the band Talk Talk, of which Hollis was a member, alongside a review published by the magazine Select—scroll down to the review attributed to Nick Griffiths. According to the Internet Archive, that image appeared at the site as early as 2012, while the image was uploaded to Commons in 2015.
It would be remarkable if there were a free-license image of Hollis—recently deceased—who, by 2015, had been retired for nearly two decades and reclusive for longer. Under those circumstances, I would expect more explanation in the image description, but there is none. I think in this case it's far more likely that someone stole a copyrighted image from a fan site, rather than provided an extremely rare free-license picture from a conspicuous period in the band's history.
