I noticed Pythoncoder removed the no permissions tag, but is {{PD-USGov}} really the correct license? While Paul Manafort was a federal prisoner, the mugshot was taken when he was booked in a City of Alexandria facility by the Alexandria Sheriff’s Office, neither of which is the federal government. [a}dult arrestee photographs taken during the initial intake following the arrest and as part of the routine booking procedure, except when necessary to avoid jeopardizing an investigation in felony cases until such time as the release of the photograph will no longer jeopardize the investigation ..." Alexandria Sheriff’s Office says "© 1995–2019 City of Alexandria, VA and others" at https://www.alexandriava.gov/Sheriff it is does not say it is PD-USGov. Emir of Wikipedia (talk) 14:55, 17 February 2019 (UTC)

- To answer the previous argument, photos that are released to the public for viewing (put in the public record)[1] are different than photos put in the public domain with respect to copyright. There is a difference. Morbidthoughts (talk) 08:38, 24 December 2019 (UTC)
Deleted: Virginia is not a state that disclaims copyright for governmental works. See en:Copyright_status_of_works_by_subnational_governments_of_the_United_States. A mug shot may be required to be published (per P3707's citation in the original DR), but that does not free it from copyright. --Storkk (talk) 12:52, 1 May 2020 (UTC)
