No evidence of date or manner of publication, or even that publication occurred. Back of image not provided by source. This is simply an undated promotional image with no other information provided, and that is not a satisfactory basis from which to infer PD status. This is a publicity photo by a talent agency, normally included with press kits, and sent to the mass media to copy and freely use any of the information they want, including photos. The front of the photo includes a printed description of the subject and full agency authorship information, including their street address, which is naturally where any copyright notice would be printed.
U.S. Copyright Office definition of publication implies that the hard copy of the photo made for publicity purposes is thereby considered publication. Note also that such publicity photos, being intended to be freely copied, "have traditionally not been copyrighted." It would make little sense to send out such press kits with the hope that the media would reproduce them and then require that they first seek permission to reprint such a photo.
