This image is from the Montana Montana Fish, Wildlife & Parks department. The OTRS ticket referenced is from the blogger author who does not have authority to license images from the Montana Fish, Wildlife & Parks department. According to the agency web site it does not release its images with any specific free license. They list a contact for obtaining permission to use their copyright images but say Use may be granted for educational, governmental or other nonprofit purposes. I believe it would be best to delete this image now and restore it later if permission can be obtain from the Montana Fish, Wildlife & Parks department.   •  Comment This is the only good image we have of a notable person, see en:George F. Grant, so I am inclined to suggest we wait and encourage the uploader, User:Mike Cline, who is an experienced Commons person (2000 edits), to try to get a release. A Google search suggests that the photographer, Mike Gurnett, is an employee of MFWP, so their release would do it.
