How are The State Library of North Carolina's electronic resources may be used only for purposes that are legal and consistent with the library's mission as described above and The State Library of North Carolina provides public access to the Internet in support of its mission to promote knowledge, education, and business, the value and joy of reading, and the literary and cultural history of our state a basis for deciding that this is PD-USGov, let alone free at all? We're not free to use it for any purpose; if someone wanted to use it to denigrate the literary and cultural history of North Carolina, for example, he wouldn't have permission because that's contrary to the State Library of North Carolina's mission. Moreover, even if permission could be deduced from this statement, this isn't a good area code map: area code maps are supposed to be basic, without all the county names or smaller-city names. Pick a random subcategory of Category:Telephone area code maps of the United States and you'll see that these maps are significantly different from most, because they include a lot of extraneous detail. Thus File:USA telephone area code map - North Carolina.svg has been created; it's a standard simple map, and it's an SVG, not a poor-quality GIF as these two are.
