Since there's no real information about the COM:TOO for South Africa in COM:South Africa, it's not clear whether this logo would be considered {{PD-logo}} in its country of origin. The logo seems to be a borderline case per COM:TOO United States, but if South Africa follows anything close to what is practiced by the UK (see COM:TOO United Kingdom) there's no way this logo would be considered to simple for copyright protection. For reference, the is a file uploaded locally to English Wikipedia as en:File:Flag of Cape Town, Western Cape.png which predates this file and which is treated as non-free. The Wikipedia file may be incorrectly licensed, but is essentially nothing more than this logo and some supplementary non-copyright eligible text. If this file is OK as licensed, then the licensing of the English Wikipedia file can be changed to PD and the file moved to Commons; if, on the other hand, Commons can't keep this file as licensed, it could probably be re-uploaded locally to English Wikipedia as non-free content. -- Marchjuly (talk) 06:44, 8 March 2021 (UTC)
