The New Development Bank (NDB or the Bank) was established in 2015 by Brazil, Russia, India, China, and South Africa (collectively BRICS or the BRICS countries) to mobilise resources for infrastructure and sustainable development projects in BRICS and other emerging market economies and developing countries (EMDCs). The Bank is headquartered in Shanghai and has regional offices in all five BRICS countries. EMDCs as a group host the majority of the planet’s population, with the BRICS countries alone accounting for more than 40% of the world’s population. The pace and quality of development within these countries will determine the extent to which the world is able to meet its aspirations for sustainable development. As the first MDB created and majority owned by EMDCs, NDB will continue to support their rise in the world economy and help them fulfill their commitments to the Sustainable Development Goals (SDGs) and the Paris Agreement on Climate Change. NDB was created to be a global institution with a membership base that reflects its focus on EMDCs. To expand its reach and impact, NDB took significant strides towards membership expansion in 2021 by admitting Bangladesh, Egypt, United Arab Emirates (UAE), and Uruguay as its first new members, bringing over 280 million people who could benefit from the Bank's development solutions. NDB’s membership is open to all members of the United Nations. Continued membership expansion to promote infrastructure and sustainable development in EMDCs is a key priority for the Bank.

This transaction marks NDB’s second Panda bond issuance in 2024, following the largest-ever 5-year Panda bond issued in January. The oversubscription of the bond reached 1.7 times, highlighting robust demand and further bolstering investor confidence in NDB’s mandate.     NDB recently held a seminar at the Shanghai Clearing House to explore ways to enhance #PandaBond issuances. Since 2016, NDB has been an active participant in the Chinese interbank bond market and is the leading issuer in the Panda Bond market, having issued a total of RMB 47.5 billion in Panda Bonds, with an outstanding balance of RMB 31.5 billion. NDB's newly appointed Vice President and Chief Financial Officer, Monale Ratsoma, spoke at the Seminar highlighting the Bank's aim to diversify currency mix by exploring opportunities in local currency borrowing. Zhang Bo, Deputy Director of the World Bank Loan Project Evaluation Center of the Ministry of Finance, and Ma Jianyang, Chairman of the Shanghai Clearing House, also addressed the audience.     NDB's Independent Evaluation Office today signed a Memorandum of Understanding with Shanghai-based Asia-Pacific Finance and Development Institute to enhance collaboration on evaluation matters.     NDB's Vice President and Chief Administrative Officer, Qiangwu ZHOU, participated in the 15th International Infrastructure Investment and Construction Summit Forum in Macao. The event was attended by government officials, entrepreneurs and academics from over 70 countries and regions. VP Qiangwu Zhou delivered a keynote speech at the thematic forum titled "Green Innovation Empowers New Development of International Infrastructure Cooperation." He highlighted five areas to show how NDB supports green and low-carbon transition in emerging markets through infrastructure investments and financial innovations: ✅ Financing high-impact projects aligned with the United Nations' Sustainable Development Goals and the Paris Agreement. ✅ Issuing green bonds, such as NDB's largest-ever RMB 5-year Panda Bond in January 2024, to support projects in clean energy, water and sanitation and urban mobility. ✅ Leveraging local currencies to mitigate exchange rate risks and reduce borrowing costs for member countries, strengthening the green financial markets of emerging economies in the process. ✅ Adopting 'country systems' in project procurement and environmental and social safeguards to align NDB's operations with member countries' regulatory and policy frameworks while maintaining high standards, for example, supporting "Green Development" initiatives under China's 14th Five-Year Plan. ✅ Organising knowledge sharing and capacity building programs to disseminate best practices in sustainable development and green finance.

    On July 5, NDB concluded its 1st USD money market transaction through China Foreign Exchange Trading System, marking a significant step forward in NDB's involvement in the onshore foreign currency market. NDB is the first supranational organisation to join CFETS as a foreign exchange lending member. The successful execution of the foreign currency money market transaction also demonstrates progress in opening up China's interbank market to foreign entities. In 2016, NDB joined CFETS as a member under the China Interbank Market. In 2021, NDB was awarded the "Best RMB/FX Cross Currency Market Member" for the year 2020.

    Air transport plays a crucial role in enhancing global connectivity and has significant positive economic and social impact, but it comes with environmental challenges. China's Shanxi province is known for its historical legacy, natural resources, strategic location, and industrial prowess. In 2023, Taiyuan Wusu International Airport (TWIA), Shanxi's largest airport, recorded an annual passenger traffic of 13 million, exceeding its design capacity of 6 million per year by more than two-fold. As the Shanxi Aviation Industry Group (SAIG) looks at expanding TWIA, NDB, the Government of China and SAIG see an opportunity to build a zero-carbon airport, which can offer lessons for future airport development and expansion projects in China and abroad. It will also contribute to China’s goal to curb emissions before 2030 and reach carbon neutrality by 2060. NDB recently held a workshop to discuss international experiences in developing green and low-carbon airports, especially in emerging markets, and transitioning to clean energy sources to achieve energy saving and carbon reduction. Representatives from more than 20 institutions, including the National Development and Reform Commission and the Ministry of Finance of China, relevant departments of the Shanxi provincial government, international financial organisations, research institutes, international consulting companies and civil aviation enterprises, participated in the workshop. The Taiyuan Zero-carbon Airport Project will help generate valuable practical experiences that can guide other airports in their pursuit of a low-carbon transition, thereby building a more sustainable future for the aviation industry.
