A new agreement between Canada and the United States will establish the legal and technical safeguards needed to allow U.S. space launch technology, expertise and data for space launches in Canada while ensuring the proper handling of sensitive U.S. technology. https://lnkd.in/gtWeqUEk Enabling Canadian space launch capability will support the growth of the commercial space launch industry in Canada, while providing new opportunities for the sector and encouraging innovation and research. Canada and the U.S. will now carry out a final review of the negotiated text and seek to obtain necessary domestic authorizations for the signing of the agreement. The agreement will facilitate a spaceport in Canso, Nova Scotia. Maritime Launch has a 40-year lease for about 135 hectares of provincial Crown land, where it intends to build its launch pad. A pad that it will lease to clients who bring their own rockets. Valuable discussions were held during this week's National Earth Observation Forum at the Canadian Space Agency | Agence spatiale canadienne, which reunited representatives from the government, industry and academia. Here are my main takeaways: 1. There is still a crucial need for accessible, comprehensive EO data platforms that can reduce the technical barrier of entry. The lack of standardized international datasets makes this particularly challenging. Hopefully Digital Earth Canada can solve this issue! 2. Long-term satellite missions (20 years) still have their place in today's NewSpace ecosystem, as they allow to create a feedback loop between policy makers, international regulators, and solution providers. Downstream applications can take over 5 years to develop! 3. It is crucial to advocate for more dialogue between all stakeholders. Academia can play an important role by working one-on-one with communities on a longer time-scale. 4.  International data needs are rapidly growing, which makes it important to leverage existing programs to reduce development time. Don't build what you can buy. 5. It is clear that Earth Observation can be at the forefront of climate action by providing actionable insights about biodiversity loss, greenhouse gas emissions, fresh water reserve management, and much more. With the world's largest coastline and 7% of the Earth's total landmass, Canada has an opportunity to be a global leader on that front. As a graduate student, the EO Forum was an eye-opening experience and I look forward to seeing more Canadian initiatives thrive on the world stage!

The Quick Empowerment leads to Successful Tomorrows (QUEST) Program that funded this innovative work is made possible through authorities granted to defense laboratories by 10 U.S. Code § 4123. This section of the National Defense Authorization Act provides funds for research and development at defense laboratories to support military missions. It gives defense laboratory directors the authority to make capital investments in innovative basic and applied research, technology transitions, workforce development, and infrastructure. Over the last four years, I have been involved with planning and implementing capital investments using these authorities at DEVCOM Chemical Biological Center. The value of these authorities in unlocking the creativity of researchers and engineers and bringing innovative technologies to Soldiers has been tremendous.

Everyone should already know the answer to this question about #AI #hallucinations based on our experience with isolated human intelligence. When iterative #dialectic is replaced by mere #opinions based on #groupthink, human cognition can be pretty goofy too. Far worse, uncritical #consumers of such counter-evolutionary content typically can't tell the difference between what is accurate and what is not. The #solution to #untrustworthy sources of information is the same for AI. Coming to know must build systematically on a foundation of expertise by both (or all) parties in the #collaborative inquiry. The concept of "Q&A" is a highly misleading description of human #learning or, worse, as an attempt to learn. All #inquiry is collaborative, whether we intend it or not and whether or not we attend to it as such. We are both #teachers and #students to varying degrees in most human activity. Our species would have gone extinct long ago if we did not have the capacity for #social learning.
