It truly is THE essential skill for success in Canada, and our members–Canada's Official Languages programs–teach that skill (and much more) every day, making their contribution to Canada's economy much more valuable than most people realize. And they could contribute so much more if government policies would allow them to reach their full potential!
Immigration and Canada’s Language Deficit Yesterday the federal government reduced the number of immigrants that will be admitted to Canada in the coming years. The reduction is needed to alleviate the stress on health care and housing that was caused by rapid population growth over the past few years. However, there is a fear that this will negatively impact economic growth since immigration drives growth in Canada. How do we solve this immigration dilemma? Most likely the debate will devolve into a pro or anti-immigration battle, which is unfortunate since most Canadians support immigration as a way to increase prosperity in Canada. Instead, our focus should be finding solutions on how to reduce the stresses on society while at the same time finding other ways to stimulate growth. Improving productivity is one solution to the growth problem. And the most significant barrier to productivity gains is our language deficit. Immigrants often face challenges related to language proficiency in English or French. The inability to fully integrate into the workforce due to language barriers can limit job opportunities, lower productivity, and reduce earnings potential. Certain sectors like customer service, healthcare, education, and professional services rely heavily on communication skills. Employees with limited language proficiency may find themselves excluded from these sectors or less efficient within them. Non-proficient workers may take longer to perform tasks, misunderstand instructions, or fail to maximize their potential in higher-skilled jobs. According to a Statistics Canada study, immigrants with limited language skills earn, on average, about 15-25% less than their peers who are proficient in English or French. Individuals with poor proficiency may participate less in the economy, either by being underemployed or unemployed. A 2010 study by the Conference Board of Canada estimated that language barriers and insufficient literacy in both official languages could reduce GDP by about 2.5% per year. Given that Canada’s GDP in 2023 was approximately $2.2 trillion, Canada’s language deficit is $55 billion per year. Language is THE essential skill for success in Canada and all discussions about increasing productivity to stimulate growth need to start with language. Addressing Canada’s language deficit is one important answer to the immigration dilemma and now is the prefect time to do it.

Languages Canada Executive Director Gonzalo Peralta was pleased to meet with Co-Deputy Leader of the Opposition, Melissa Lantsman, for a very productive conversation on the state and future of international education #intled and the contribution of the #OfficialLanguages education sector to Canada’s #security, responsible #immigration, and #integration into communities. It was of interest to note that international Official Languages students do not adversely impact the housing shortage - in fact, by staying with Canadian families they are helping offset rising costs of living and pay for mortgages. Le directeur général de Langues Canada, Gonzalo Peralta, a eu le plaisir de rencontrer la co-cheffe adjointe de l'opposition, Melissa Lantsman, pour une conversation très productive sur l'état et l'avenir de l'éducation internationale et la contribution du secteur de l'enseignement des langues officielles à la sécurité, à l'immigration responsable et à l'intégration dans les communautés canadiennes. Il est intéressant de noter que les étudiants internationaux en langues officielles n'ont pas de répercussions négatives sur la pénurie de logements.
