While we respect the work of members of the Senate Standing Committee on Social Affairs, Science and Technology, we are disappointed to see Bill C-64, the Pharmacare Act, move to a final vote without any amendments. Since this legislation was tabled, the government has presented Canadians with conflicting views of its national pharmacare program. The Senate must amend C-64 to reassure Canadians – consistent with the Minister’s public statements – that they will not lose access to the medicines they take through their workplace benefits plans to stay healthy. Yesterday, our SVP and General Manager, Quebec, Kathy Megyery, and Director, Policy and GR, Liam MacDonald, appeared before the Senate Standing Committee on Social Affairs, Science and Technology to express our concerns with Bill C-64, the Pharmacare Act. We support the goal of achieving universal prescription drug coverage in Canada, but a single-payer, public system is not the right way to get there. Only a small minority of Canadians currently lack access to prescription drug coverage. It would be far more pragmatic and fiscally responsible to target a plan at those who need it, as the government did with dental care, instead of completely overhauling a system that is largely well functioning. The Minister of Health has stated that Canadians will not lose their existing coverage under the federal plan. However, this is not reflected in the language of the bill. We hope that the bill will be amended to address this critical lack of clarity and ensure that 27 million Canadians with existing workplace drug insurance benefits do not lose their coverage. The continued bipartisan concerns about Canada’s digital services tax from the United States, including the recent invocation of CUSMA dispute resolution and letter from the Ways and Means Committee’s Subcommittee on Trade, make it clear that the Canada’s digital services tax is undermining our relationship with our closest ally. Canada must find resolution with the United States and halt the imposition of a unilateral DST, or at the very least, remove damaging retroactivity.

The event brought together key leaders to discuss how data-driven innovations are transforming healthcare and improving patient outcomes. The Hon. Mark Holland, PC, MP, Canada's Minister of Health, kicked off the event, sharing insights into Bill C-72, the Connected Care for Canadians Act. His remarks emphasized the need for cross-sector collaboration to create a truly interoperable health data ecosystem that empowers Canadians with greater access to and control over their health information. Throughout the day, leaders from both the public and private sectors underscored the significance of collaboration, innovative technologies, and strategic digital initiatives in advancing patient care. Discussions highlighted the necessity of leveraging effective data use, AI-driven innovations, and robust policy frameworks to navigate current healthcare challenges and accelerate the integration of digital solutions. Contributors from diverse backgrounds offered invaluable perspectives, including Elizabeth Toller from Health Canada | Santé Canada, Luk Arbuckle of IQVIA, Dr. Anderson Chuck of the Canadian Institute for Health Information (CIHI), Brigitte Nolet from Roche Canada, Dr. Lyle Oberg of Alberta Health Services, Christine Sham from Ontario’s Ministry of Health and Long-Term Care, and Michael Green of Canada Health Infoway. Their collective insights reinforced the urgency of adopting innovative approaches to improve patient outcomes and system efficiency. We were also pleased to be joined by Saara Malkamäki from the University of Basel’s Innovation Office, who shared international perspectives on health data interoperability.
