The International Police (Japanese: 国際警察 International Police), also referred to as the Global Police in the English localizations of Generations I and III, is a worldwide law enforcement agency in the Pokémon world. Its most notable member is Looker.

In the games

The International Police agent in Generation I

In the Generation I games and their remakes, an undercover International Police agent (who has the appearance of a Gentleman) appears on the S.S. Anne in pursuit of Team Rocket. In Generations I and III, "International Police" is translated as "Global Police".

In the descriptions of two Secret Bases on Route 127 in Omega Ruby and Alpha Sapphire, a robber is stated to have hidden out in one of the Secret Bases while the International Police staked them out in the other.

Nanu, the kahuna of Ula'ula Island, is a former member of the organization, whose codename was "000".

Anabel is reintroduced as an International Police member in Pokémon Sun and Moon. She is Looker's superior (although Looker is more experienced than her), and Nanu was once her superior.

Looker

Looker has appeared as a member of the International Police in numerous core series games, starting with Pokémon Platinum.

In Pokémon Platinum, he appears at various points in the story to help the player, while he himself is on the trail of Team Galactic. After Team Galactic's boss, Cyrus, disappears into the Distortion World, Looker refocuses his investigation on Charon, whom he successfully arrests at Stark Mountain.

In Pokémon Black and White, he is attempting to arrest the Seven Sages of Team Plasma. He appears in the player's house, disguised as their mother, requesting their help to find the sages. After he has successfully arrested all of the sages except Ghetsis, he heads off to confirm information he has received about N and his Dragon Pokémon being in a distant region.

In Pokémon X and Y, Looker is temporarily stationed in Lumiose City in the Kalos region while investigating Xerosic and Team Flare, under the guise of a private detective opening up a new detective bureau, the Looker Bureau. During his investigation, he becomes a guardian for an orphan girl named Emma. After he succeeds in arresting Xerosic, he leaves Lumiose City behind to escort Xerosic to his trial, leaving the Looker Bureau under Emma's care.

In Pokémon Omega Ruby and Alpha Sapphire, Looker can be found at the Battle Resort, having washed ashore and suffering from amnesia. A local woman takes him to her house to recover, where he gives the player an Audinite while wondering who he is.

In Pokémon Sun and Moon, Looker and his boss, Anabel, have been tasked with neutralizing the Ultra Beasts that have appeared in the Alola region. After all of the Ultra Beasts have been taken care of, he can be found on vacation at the motel on Route 2. In these games, it is also revealed that Looker previously went under the codename "100kr".

In Pokémon Ultra Sun and Ultra Moon, the player first encounters Looker briefly at Route 9, giving the player a Thunder Stone before leaving. During the post-game, Looker can be found at Poni Plains with a vacation-spending Anabel, blocking the entrance to Poni Coast. Once the player has dealt with the Ultra Beasts present in Poni Grove, Looker will give the player a Red Card and leave.

In Pokémon Masters EX, Looker appears as a recurring character during the Villain Arc, looking into the actions of the villains appearing on Pasio.

Pokémon the Series

Pokémon the Series: Diamond and Pearl

The first appearance of the International Police in the main series was in Frozen on Their Tracks!, when Looker debuted. However, he did not reveal that he was an International Police agent until Gateway to Ruin!, where he was spying on Team Galactic disguised as a Team Galactic Grunt, who were trying to locate the Spear Pillar.

In Unlocking the Red Chain of Events!, Looker infiltrated the Fuego Ironworks disguised as a Team Galactic Grunt in order to find out what Team Galactic was doing there. Despite this, he was discovered and thrown in a cell until Ash and his friends rescued him. By this time, Team Galactic had already fled but Looker found a piece of the Red Chain. Taking it back to the Floaroma Police Station, the Floaroma Police set up a live transfer of the scanned data to International Police HQ. However, the piece had been engineered by Charon to blow up the scanner and wipe all data from the International Police database.

In In The Battle Finale of Legend!, Looker arrested all Team Galactic members.

Pokémon the Series: Black & White

Looker was set to make a comeback in two unaired episodes investigating Team Rocket and Team Plasma in the Unova region, before they were indefinitely postponed, and as of Team Plasma's Pokémon Power Plot!, removed from continuity.

After a long absence, Looker finally appeared again in Team Plasma's Pokémon Power Plot!, where he disguised himself as a Hiker. After revealing himself to Ash and his friends, Looker explained that he had come to Unova in order to investigate the actions of Team Plasma, who were planning to take over the region. After an encounter with several Team Plasma members, including the Plasma Scientist Colress, he left the group to continue his investigation.

Looker again met Ash and his friends in Team Plasma's Pokémon Manipulation! at a city, where a Haxorus was going on a rampage. Looker realized that it must be under the same kind of control as the Pokémon from before, and attempted to use his barrier-creating device to stop Haxorus from being controlled, without any result. He then used an energy indicator to find the source of the energy that controlled Haxorus, eventually pinpointing it into Team Plasma's helicopter.

In Ash and N: A Clash of Ideals!, he disguised himself as Cedric Juniper's assistant and escorted Ash and his friends to the White Ruins. Later, when Team Plasma attacked in an attempt to find the Light Stone, he unmasked himself and began trying to fight the villains. He also appeared in Team Plasma and the Awakening Ceremony! and What Lies Beyond Truth and Ideals!, where he wound up getting caught along with Iris, Cilan, and Cedric Juniper, but they later freed Looker. He then managed to convince Team Rocket into joining the battle. Eventually, when Reshiram was freed from Team Plasma's control, Looker arrested all the Team Plasma members, effectively putting an end to the team's existence.

In Cilan and the Case of the Purrloin Witness!, another member of the International Police, Tedesco, was spying on the cruise ship Ash, Iris, and Cilan were traveling on, when Mrs. Ripple invited them to her room to see her jewel collection. After Cilan accused Teaque to be the thief of Mrs. Ripple's jewel, the "Eye of Liepard", he finally showed up in front of everybody by stopping Vanillite's Blizzard with Growlithe's Flamethrower and revealed his true identity.

Pokémon Generations

The International Police, including Looker, appeared in The Chase, inspecting Giovanni and Team Rocket. After having previously helped secure the Celadon Game Corner, they received information that Giovanni has been spotted in the Viridian Gym, and launched a raid on the Gym, but Giovanni was nowhere to be found. After a follow-up investigation, they found out that Giovanni was the Gym Leader of the Viridian Gym and disappeared after giving out badges to two Trainers.

Arcanine's only known move is Flamethrower.

Magnemite was one of the Pokémon the International Police used during their raid on the Viridian Gym. At the Gym's entrance, one of the agents sent it out to open the door by destroying the lock.

None of Magnemite's moves are known.

History

The International Police is an organization dedicated to stopping villains around the world. Its most recurring member is Looker, who has appeared in various regions assisting the Pokédex holders in stopping the regional villainous teams. In the Black 2 & White 2 arc, Blake, a high-ranking officer, received a Pokédex himself.

Platinum arc

Looker accompanied Platinum as she tried to clear the Battle Frontier and uncover information about Team Galactic's plans and the Distortion World. Looker confronted Charon at Stark Mountain, learning of Charon's plan to gather Sinnoh's Legendary and Mythical Pokémon in preparation for an assault on Giratina's domain. After Charon's plans were foiled and Team Galactic had been disbanded by Cyrus, Looker arrested Charon, but was unable to arrest Cyrus and the other Commanders before being ordered to head to Unova. Before departing, he entrusted the Sinnoh Pokédex holders with a Manaphy Egg, which he had received on a mission to Fiore.

Black & White arc

Looker participated in the Pokémon League tournament using the pseudonym "Lou Karr" in his attempt to seek out and arrest the Seven Sages of Team Plasma. Although he briefly apprehended Zinzolin, he was unable to properly arrest any Team Plasma members.

Black 2 & White 2 arc

Two years later, Looker and Blake were assigned to find the members of Team Plasma that managed to avoid arrest. While doing so, other International Police members were ordered to search for Black and N, two important Trainers that had connections to Team Plasma. After the International Police discovered that Blake has been giving the Magician illegal access to the International Police database in exchange for his services and having taken the Genesect that was under strict supervision for himself without permission, he was discharged from the organization. After Blake brought Colress to justice, however, he was reinstated. It was also revealed that the Magician had been an International Police agent the whole time, and that Blake's discharging had been nothing more than a test all along.

Sun, Moon, Ultra Sun & Ultra Moon arc

Anabel and Looker approached Sun and Moon for information on Ultra Beasts, even going so far as to pay Sun a large sum of money for the information on his demand. Anabel later revealed that she was a "Faller", a person who's traveled through an Ultra Wormhole. After Necrozma had been defeated, Anabel refused to follow the orders she and Looker had been given to capture it, believing that there would always be humans willing to misuse its powers. As such, she decided to let the Ultra Recon Squad catch it instead and tell to her superiors that Necrozma had managed to escape.

Equipment

Looker is equipped with various gadgets called the "International Police Equipment" (Japanese: インターナショナルポリスアームズ International Police Arms). These items are used to help Looker get around locations or even assist in battle or arrest, but they tend to fail him due to being cheaply made. Blake also uses the Equipment, which he receives from the Magician, but they do not break down when used. Each of the Equipment are labeled by number in order of appearance.

Excellent Scope.png The Excellent Scope (Japanese: エクセレントスコープ Excellent Scope) is a pair of goggles that are designed to work as binoculars. When the dial on the left side of the goggles is rotated, the lens extend, enabling Looker to see further. If the dial is rotated too much, the lens fall out. They were first used by Looker to spy on the Battleground. In the Black & White arc, Looker is seen using a different version after his original pair broke called the Excellent Scope Revised (Japanese: エクセレントスコープ改).
Invisible Cloth.png The Invisible Cloth (Japanese: インビジブルクロース Invisible Cloth) is a sheet that can blend into the background of something. Depending on how it is held, the cloth can either hide the user perfectly or not hide them at all. It was first used by Looker to sneak into the Battleground, but he was easily spotted by Buck. Blake later used one to hide his injured Dewott after it was hurt by Genesect's Techno Blast.
Variable Rope.png The Variable Rope (Japanese: バリアブルロープ Variable Rope) is a grappling hook with a zip-line attachment. It was first used by Looker to jump down to Platinum, who he was assigned to meet with. Blake also possesses one that includes a winch to pull himself up to where the hook landed.
Protect Rock.png The Protection Rock (Japanese: プロテクトロック Protect Rock) is a large rock-like object that can be used as a shield for the body. Alternatively, the user can send out several smaller rocks to block attacks. It was first used by Looker to protect himself from the attacks of Platinum's Lopunny. The smaller variants were used to protect Looker from Team Galactic's Pokémon at Stark Mountain.
Galactica Jet.png The Galactica Jet (Japanese: ギャラクティカジェット Galactica Jet) is a jet pack. It was first used by Looker to leave the Battle Castle after being frustrated by Platinum's inability to manage her Castle Points. As he flew, the jet exploded, causing Looker to land on the Castle's roof.

The Vs. Recorder (Japanese: バトルレコーダー Battle Recorder) was first used by Looker to put Platinum's commemorative print after she conquered the Battle Castle. When Darach revealed all participants of the Battle Frontier receive a Vs. Recorder, Looker reveals he just enjoyed shouting his catchphrase.

Hyper Compact One touch Tent.png The Hyper Compact One-touch Tent (Japanese: ハイパーコンパクトワンタッチテント Hyper Compact One-touch Tent) is a tent used for sleeping outdoors. It was first used by Looker to sleep in the lawn in front of Platinum's Villa so that he may write a report of his findings to International Police headquarters. After going to sleep, Looker woke up to find the tent had collapsed.
Grateful Umbrella.png The Grateful Umbrella (Japanese: グレイトフルアンブレラ Grateful Umbrella) is an umbrella. It was first used to protect Looker from the hailstorm that was summoned by the Battle Arcade's roulette. The hail easily broke through the umbrella, leaving it full of holes.
Loudful Speaker.png The Loudful Speaker (Japanese: ラウドフルスピーカー Loudful Speaker) is a very loud megaphone. It was first used by Looker to search for Buck at Stark Mountain. The megaphone's feedback caused Looker to be sent flying when it was used.
Super Hard Tight Tape.png The Super Hard Tight Tape (Japanese: スーパーハードタイトテープ Super Hard Tight Tape) is a roll of tape designed to bind an opponent. It was first used by Looker to capture Charon at Stark Mountain.
Adjustable Handcuffs.png The Adjustable Handcuffs (Japanese: アジャスタブルワッパ Adjustable Handcuffs) is a pair of handcuffs attached to a rope. It was first used to capture Charon after he was defeated by the Sinnoh Pokédex holders.
International Satellite Smartphone.png The International Smart Satellite Phone (Japanese: インターナショナルスマートサテライトフォン International Smart Satellite Phone) is a phone used to keep in contact with others. It was first used when Looker was contacted by his boss to search for the Seven Sages in the Unova region.
Unbelievable Metamorphosis Set.png The Unbelievable Disguise Set (Japanese: アンビリーバボーメタモルフォーゼセット Unbelievable Metamorphosis Set) is a disguise consisting of fake glasses and a mustached nose. It was first used by Looker to investigate the Unova Pokémon League under the guise of Lou Karr. According to his boss, the disguise was not very convincing.
Mimic Balloon Type F.png The Mimic Balloon Type F (Japanese: ミミックバルーンタイプF Mimic Balloon Type F) is a balloon that resembles a Drifblim. It was first used by Looker to transport himself, Cedric Juniper, and Leo to assist Black in his battle against N.
Record Bubble.png The Record Bubble (Japanese: レコードバブル Record Bubble) is a microphone that releases bubbles when spoken into. The bubbles go to the target and pop, which releases the message recorded inside. It was first used by Blake to send messages to his Dewott during their battle against Genesect. Green also used this device in her battle against Bruno's Hitmonlee in the Yellow arc, though the connection between the devices is unknown. It is based on the N64 Voice Recognition Unit from Hey You, Pikachu!.
 

Pokémon

When Blake was approved to become an International Police offer, he was given the option to choose between several Pokémon that had yet to be partnered with someone. Though he initially wanted to wait to find a Pokémon that could match his abilities, Blake decided to pick Dewott.

Pokémon Diamond and Pearl Adventure!

In the Pokémon Diamond and Pearl Adventure! manga, Looker, along with another International Police members, Koya, worked together to track down Kaisei, who was on the run from them. They were fearing the possibility that he'd wind up teaming up with Team Galactic and sharing his knowledge regarding Giratina with them. Looker eventually succeeded in arresting Charon and telling him that Team Galactic had been disbanded by Cyrus.
