Hi,

While working on the "reproducible builds" effort [1], we have noticed
that seqprep could not be built reproducibly.

When generating the manpages, ronn uses the local timezone in the
embedded timestamps.

The attached patch fixes this by setting the timezone to UTC before
calling ronn. Once applied, seqprep can be built reproducibly in our
current experimental framework.
