Congratulation to Li Andersson on her election as the new chair of the European Parliament Employment and Social Affairs Committee. We look forward to working with Li Andersson and the elected Vice-Chairs Johan Danielsson, Jagna Marculajtis-Walczak and Katrin Langensiepen on building better-functioning and more inclusive labour markets which should integrate the value of diverse forms of work, address the impact of digitalisation and AI at the workplace and tackle labour and skills shortages by increasing labour market participation and fostering fair mobility. These are also key themes of our recent strategic project with FT Longitude on The Work We Want.

We welcome the conclusions of the EU Employment and Social Affairs Council of 16 July 2024 on addressing labour and skills #shortages, which followed up on the European Commission Action Plan. Labour shortages are a crucial concern for the #HR services industry. The focus on enhancing labour market participation of underrepresented groups and policies to address the digital and green transition are particularly relevant, and the HR services industry provides an essential contribution through enhancing labour market participation, fostering labour market transitions and upskilling workers. This was also confirmed by our The Work We Want strategic research project. 77% of the employers surveyed underlined that their organisation started working more strategically with HR services providers to address their talent needs effectively. 38% of the employers underscored that agency work is an effective way to bridge unexpected resourcing gaps. A similar share of companies value agency work as a recruitment channel for workers with specific digital skills. Against this background, policymakers at European and national levels should value and enable the positive contribution of agency work and diverse forms of work to more inclusive labour markets. An important network for us to voice the important role that sectors like #HRservices play in the competitiveness of the European economy and to achieve a well-functioning internal market for business services! In 2022, the 497,500 staff that our members employ in their 93,750 agencies across Europe put 12.4 million people at work and generated 225.6 €bn in sales revenues.
On 28 June 2024, the European Business Services Alliance held its Q2/2024 meeting. The focus was on taking stock of the EU agenda following the European Parliament elections and only a day after Ursula von der Leyen was appointed as the next EU Commission President. The fact that a centre-right majority is prevailing in the European Parliament was broadly welcomed by EBSA members, as well as a stronger focus on #competitiveness. A topic of common interest and concern are EU debates on public procurement and possible actions of the next European Commission in this field. The European Business Services Alliance will devote its Q4/2024 meeting to public procurement. A thematic discussion was also held on Enrico Letta's Report on the Future of the Single Market and its importance for the business services community. The European Business Services Alliance brings together European industry federations of business services sectors. EBSA members represent, for example, cleaning services, contract catering, security services, textile services and HR services. Currently, the European Business Services Alliance is chaired by Michael Freytag, Public Affairs Manager at the World Employment Confederation-Europe. On 1 July 2024, Hungary takes over the rotating EU Council #Presidency for the next six months until December 2024. Under the overall theme “Making Europe great again“, the Hungarian Presidency announced seven key priorities, focusing on a New European Competitiveness Deal, the reinforced European defence policy, a merit-based enlargement policy, fighting illegal migration, shaping the future of cohesion policy, a farmer-oriented EU agricultural policy and policies addressing demographic challenges. We are ready to work with the Hungarian Council Presidency to promote the #WorkWeWant. Addressing the missing workforce and enabling appropriate and fair mobility are key elements of our vision to enable better labour market outcomes for all. The European Commission launched a consultation of social partners on possible action on telework and the right to disconnect.
