Science Europe, in collaboration with key research and innovation organisations, has signed a joint statement calling for enhanced support and recognition for the #MSCA programme. The MSCA is crucial for developing talent and advancing Europe's research capacity through mobility, training, and international collaboration. Despite its significant contributions to #EuropeanResearch and #Innovation, the programme is notably absent from Mario Draghi’s report and the Mission Letters for the proposed Executive Vice-President for People, Skills and Preparedness, and Commissioner for Startups, Research, and Innovation. In his comprehensive analysis, Mario Draghi highlights the urgent need for the EU to enhance its global standing by significantly boosting research and innovation (R&I) funding. The report emphasises meeting the EU's longstanding commitment to 3% GDP spending for R&D and calls for transparent, inclusive funding processes. At Science Europe, we fully support these recommendations. Increasing R&D funding is crucial to ensuring the EU’s competitiveness and innovation capacity. In an ever more closely connected world, we need to work together across borders to address global challenges like climate change, public health crises, and inequality. We need to build international partnerships that are based on reciprocity and equity to have real impact. This was the theme of the session that Science Europe and Norges forskningsråd organised yesterday at the Science Summit 2024 Summit during the 79th #UNGA. It brought together a panel of experts from around the world to discuss the barriers to reciprocity and potential solutions. The following key points were raised: ✅ Around 90% of researchers and funding for research are concentrated in G20 countries. This leaves many developing nations sidelined in global scientific advancements, perpetuates the gap between countries, and stifles the innovation we need to address global problems. ✅ Scientific collaboration between governments is often viewed as a zero-sum game, which discourages open collaboration. A growing emphasis on research security compounds this challenge. ✅ A core element of successful partnerships is trust. This must be built with a clear understanding of the power dynamics at play. ✅ We need to foster inclusive and reciprocal partnerships that allow researchers from lower-income countries to take the lead in areas where they have unique expertise. This will promote a more balanced exchange of knowledge. ✅ To prioritise research that directly addresses the needs of local communities while contributing to global knowledge, we need to change how research success is measured. Societal impact needs to be taken into account, instead of relying on academic outputs only. ✅ Stronger international frameworks are necessary to encourage equitable collaboration and to ensure that the benefits of scientific advances are distributed fairly. This should build on the work of organisations such as the Global Research Council and UNESCO. 🚀 What’s next for #OpenScience? This week, Science Europe members are meeting in Brussels to discuss the results of a comprehensive survey on how they’re advancing open science and contributing to a more open research culture. We’ll be focusing on: ✅ Strategic approaches to open science ✅ Open science in #ResearchAssessment ✅ Open science monitoring ✅ Evidence gathering for open science These results will shape our work in 2025, driving mutual learning, policy alignment, and strengthening the impact of open science in #SciencePolicy and #ResearchInnovation discussions. Our goal is to develop strategic recommendations to help research funding and performing organisations move open science forward. Stay tuned for the launch of our survey report during International #OpenAccess Week in October, where we’ll present the results at a special webinar.
