It's been announced - hearings for European Commissioners-designate will take place between 4 and 12 November and they are likely to start work in December (or even January if the Parliament rejects several nominees). The next five-year legislative term is crucial for Europe’s technology industries. It will make Europe’s industrial base or break it; accelerate Europe’s path to a prosperous net-zero future or bog it down; assert Europe’s open strategic autonomy or weaken it. And political choices will be crucial to the outcome. The Orgalim Green Transition Working Group met in London at the end of last week, kindly hosted by our members Simon Harpin from BEAMA and Andrew Evans from GAMBICA for two highly productive days. Here are the key highlights: - Day 1 focused on exchanges between members about their latest green activities and on hearing various interesting presentations from the UK including an introduction to BEAMA and GAMBICA, the #UK #political and #policy landscape, BEAMA Net Zero service, the Recycle Your Electricals campaign and a Digital Product Passport initiative. - Day 2 focused on the latest activities and plans of the Working Group Task Forces on #EnergyResilience, #CorporateSustainability, #Chemicals and #Waste. Members then had a brainstorming session about green claims and discussed their priorities for the upcoming months including the announced new Circular Economy Act, Chemicals Industry Package, Sustainable Products & Digital Product Passports and recommendations to reduce the regulatory burden. Time is running out to liberate Europe’s high-tech and clean-tech industries from heavy-handed and badly designed regulation. This was a key conclusion of Orgalim’s Board of Directors at its latest meeting. Yes, the incoming European Commission will place competitiveness at the top of the agenda. And the #DraghiReport provides a comprehensive blueprint for the reforms that are needed if Europe is to reconcile decarbonisation with a new economic reality. But there is a profound worry among our CEOs that the window is closing to reverse Europe’s industrial decline. European technology manufacturers, particularly our smaller and mid-sized companies, depend on the EU taking bold steps, fast, to liberate the resources that are increasingly being swallowed up by unnecessary regulatory and compliance burdens: ⛓ The EU needs a far broader definition of “success” than reducing reporting obligations by 25%. We are compiling case studies showcasing the scale of the problem https://lnkd.in/gu6bQJn4 and have set out practical and concrete recommendations on how it can be addressed across multiple policy fields https://orgalim.eu/policy. Reporting is just the tip of the iceberg. ⏳While recognition of the special vulnerabilities of smaller companies is important, more derogations for SMEs and “small midcaps” would be a fig leaf. Whether or not our smaller companies are formally subject to regulation, they suffer the burden – because their (larger) customers are forced to pass compliance obligations down through the value chain. The only solution that works is to remove burdens for all. 📈 It may not be fashionable these days, but deepening and broadening our agreements with global trading partners remains critical for supply chain resilience and new sources of growth. Just as regulatory overreach is holding back our companies at home, overloading trade negotiations with regulatory conditionality is a major obstacle to progress. We need a more honest political assessment of how Europe’s interests are best served. Special thanks to Anthony Whelan, Digital Adviser to Commission President Ursula von der Leyen and to Kurt Vandenberghe, Director General of DG CLIMA, for the open and frank exchange. Europe has to get its act together, and it has to start with closer dialogue between industry and policy makers. 🆕Former European Central Bank chief Mario Draghi’s report on the future of European competitiveness is a stark call for Europe to refocus on innovation, turn decarbonisation into a growth factor and secure its economic interests. 👉 An integrated new industrial strategy must be the top priority of the next EU mandate to reinvigorate Europe’s competitiveness and safeguard its interests in an unstable, fast-changing new global order. ⬇ Read our priorities on how the EU should embrace the ambition of #DraghiReport: https://bit.ly/3MFAu0C

#Technology #businesses in Europe are discouraged from investing in RDI, new products and services by: ➡️ Excessive regulatory burdens ➡️ An increasingly prescriptive legislative framework ➡️ Complex processes required to benefit from existing #EU #financial instruments. To reverse the current underinvestment crisis, we should focus on removing barriers, strengthening framework conditions and creating the best possible environment for industry to prosper here in #Europe. Poorly crafted legislation can adversely affect Europe’s technology sectors by imposing significant burdens. This then undermines Europe’s appeal for investment, innovation and progress in the twin green and digital transitions. Orgalim has prepared a series of case studies on excessive regulatory burdens arising from EU legislation. The case studies also include recommendations to ensure that, in the long run, regulation can drive competitiveness. This case study looks at the regulatory burden of short transition periods and increasingly burdensome conformity assessments.
