Warm congratulations to Ursula von der Leyen on her re-election as President of the European Commission. Europe's technology industries look forward to working closely with her and the new Commission. Much has already been said about the headline priorities she has set out for 2024-2029, such as competitiveness, defense, a Clean Industrial Deal and a big push on investment. Orgalim fully supports these. I was impressed to see that that Ms von der Leyen's Political Guidelines go further than just those headlines in proposing deep reforms needed to reverse the corrosive effect of disproportionate and badly designed regulation for Europe's high-tech manufacturing base. Let me highlight three: ✔ Better lawmaking "from proposal to adoption": the introduction of Competitiveness Checks to avoid unnecessary administrative burdens will be meaningless if these are only done at the stage of a Commission proposal. As legislation makes its way through the institutions, it is often radically altered. Unless the competitiveness impact of new laws is checked all the way through to their final adoption, we will continue to end up with new rules that undermine EU competitiveness. ✔ A Vice-President for Implementation, Simplification and Interinstitutional Relations: one of the biggest obstacles to streamlined and efficient regulation during past legislative cycles has been duplication and inconsistency in regulation developed by different parts of the EU legislative machine. While each may have been well-intended, it is the cumulative impact of such rules that causes profound challenges for our companies. Fixing this - and starting with properly implementing existing rules before adding new ones on top - is therefore a crucial priority. ✔ introducing a new category of "small midcaps": countless European tech manufacturers are neither SMEs nor "large" companies. They are too small to be able to absorb the excessive regulatory burdens introduced in the past five years, but too big to benefit from special SME exemptions. We urgently need a more differentiated regulatory regime that better reflects the structure of Europe's high-tech manufacturing sectors. Inevitably, expectations from our industrialists will now be sky-high that words are swiftly turned into action. But as a roadmap, the Political Guidelines constitute a reassuring start. The more turbulence we see on the horizon for EU-US relations, the more it is worth remembering: No two other regions in the world are as deeply integrated as Europe and the US. With an $8.7 trillion transatlantic economy, we are each others’ most important markets, most important source of foreign investments, and most important geo-economic base - by some margin. These bonds are deep and resilient. And they are a powerful asset in navigating more treacherous geo-political times. Generating the prosperity required to pay for our security, social welfare systems and climate transition depends on them. Political winds may shift, but our shared interest in fostering EU-US economic bonds is undeniable.
