Founded in 2006, Hinicio is a technical and strategic consulting firm specializing in hydrogen and its derivatives, sustainable mobility, and industrial decarbonization.     Renewable and low-carbon hydrogen plays a pivotal role in Chile’s energy transition, and the government has taken significant steps to regulate its production, storage, and consumption. In 2020, Chile emerged as a regional leader by introducing its National Green Hydrogen Strategy. Since then, the country has made significant regulatory advances, including the introduction of the Green Hydrogen Action Plan 2023-2030. On 12 September, the Chilean government presented the Work Plan for Enabling Regulations for the Development of the Hydrogen Industry in Chile 2024-2030. This initiative involves the creation of new regulations and the updating of existing ones, enabling innovative uses for hydrogen across the production chain while facilitating investment in projects for both domestic consumption and export. It outlines coordinated actions across ministries and public entities. During the event, María de los Ángeles Valenzuela Armijo, Manager at HINICIO Chile, led a panel discussion, highlighting the opportunities this initiative presents for the development of Chile’s hydrogen ecosystem. “The plan is crucial as it provides a clear regulatory framework for the hydrogen industry, offering certainty for project development and ensuring the safety of people and their environment.     The government of the Netherlands is establishing international collaboration with a wide range of countries, including countries in Latin America, which have a significant potential to become exporters of hydrogen carriers. Dutch stakeholders and ports, such as the Port of Rotterdam, have partnered with Chile and Uruguay to develop hydrogen export corridors. These countries are emerging as key players in the production of renewable hydrogen and its derivatives, with numerous Power-to-X projects underway. This study, prepared by HINICIO for the Ministry of Economic Affairs of the Netherlands, provides an overview of EU regulations (RED II and RED III) relevant to the import of hydrogen derivatives.     At the most recent #LACH2Summit, Luis Miguel Diazgranados, Head of HINICIO Colombia, presented the conference "Exporting Hydrogen Derivatives to the EU: Alignment and Local Context with RED II RFNBO Requirements," in which he shared valuable insights on the key considerations for Power-to-X project developers when exporting to the European market. The Fit-for-55 package and the RePowerEU plan update EU regulations to meet climate commitments, reduce dependence on external fossil fuels, and promote the use of renewable hydrogen. In 2023, the Delegated Acts on Renewable Fuels of Non-Biological Origin (#RFNBO) established the conditions for hydrogen and its derivatives to be considered renewable, as well as the methodology for calculating greenhouse gas emission savings.     The certification of renewable and low-carbon hydrogen in Latin America has become a crucial issue in ensuring sustainability in hydrogen production and commercialization, especially when considering exports to global markets. At Hyvolution Chile 2024, Nuria Hartmann, Manager of HINICIO in Chile, participated in the panel "Securing Markets: The Importance of Certification for Green Hydrogen Exports." During the event, she shared valuable insights on the #CertHiLAC certification initiative. Promoted by the Inter-American Development Bank and #OLADE, with the technical and strategic support of HINICIO, this initiative aims to establish a certification scheme for Latin America, incorporating socio-environmental sustainability aspects. While these aspects are not required by European regulations for RFNBOs, they are essential for accessing green financing. This regional collaboration aligns with global efforts to foster cooperation among countries, as panelist Laurent ANTONI highlighted, with the objective of harmonizing certification criteria for hydrogen. This will pave the way for the future commercialization of clean molecules in international markets.
