🗨 GIZ Ukraine’s management team recently gathered in Brussels for their semi-annual strategic exchange, a crucial meeting to stay abreast of developments impacting #Ukraine. These discussions, held alternately in Berlin, Brussels, and Kyiv, are vital for understanding Ukraine’s short-term needs, recovery, and reforms leading towards #EU accession. 🗳 With the EU elections and the Ukraine Recovery Conference in June, this session particularly focused on how these events influence Ukraine’s path to EU membership. The team explored the connections between reconstruction efforts and the accession process, aiming to effectively balance support and understand the role of implementers in this journey. 💡 This was an incredible opportunity for exchanging ideas and mutual support at GIZ Brussels, which serves as GIZ’s hub of EU-related activities. In times of multiple, overlapping crises it is pivotal to strengthen partnerships and demonstrate the power of international cooperation. With Expertise France, GIZ has a trusted partner at its side. As leading European implementation agencies, we share a joint responsibility for the reputation and the impact of European development cooperation. I am therefore delighted to have signed a Statement of Intent with Jeremie Pellet, CEO of Expertise France, in Paris, further strengthening our cooperation. Among other things, we agreed to further develop the EU Practitioners' Network, the most important platform for European implementation agencies. We aim to promote the development of a unified approach regarding topics of mutual interest like the collaboration in fragile contexts or the effective promotion of gender equality. In addition, we see an overlapping interest of the French and German governments as well as the European Commission in many regions and countries across the world. We share the concern to limit the coordination effort for the partner governments through a more aligned approach by #TeamEurope. To enhance the understanding of each other’s portfolio, we aim to provide a solid basis for continued cooperation on the ground and for a joint portfolio development. Like the previous meetings in Eschborn and Marseille, this one was also characterised by constructive and impactful discussions. I am convinced that our partnership is key to position European technical cooperation for the future and to highlight our contribution to the pursuit of Europe’s international interests.

📅 With this week marking the first plenary session of the new European Parliament and the election of Ursula von der Leyen as the next European Commission President, Jean Van Wetter, CEO of the Belgian development agency Enabel, and Thorsten Schäfer-Gümbel, Chair of the Management Board of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, have jointly published an article in POLITICO on why the EU needs to stay engaged in fragile contexts. Read here 👉 https://lnkd.in/dSWUvB5G 🤲 As #peace, #poverty, #stability, and #resilience are interconnected and should be dealt with in a comprehensive way, the article underlines how it is both in line with European values and interests to contribute to stabilising and addressing the drivers of social, economic and ecological crises and protracted violent conflicts worldwide. In this context “international development organizations work on a wide range of topics, including those that will be at the heart of EU policy discussions, such as #migration, #security, #energy and #environmentaltransition. Trying to achieve results on migration or security, for example, without addressing the dimensions and drivers of fragility, will not work. Worse, it would be counterproductive.” They close by stressing the central importance of EU decision-makers continuing to pay due political attention to this issue in the mandate to come. 🔗 Having both acquired considerable expertise in working in fragile contexts while also addressing drivers of fragility, GIZ and Enabel will continue to closely work together in the framework of the Practitioners' Network for European Development Cooperation. The visit of German Institute of Development and Sustainability (IDOS) Shaping Futures Academy in Brussels on Friday last week was a great opportunity for the Africa-Europe Foundation and us to present our collaboration to a large group of young African and European experts. Greta Sophia Husemann and Stephan Daiber hosted a discussion on #WomenEconomicEmpowerment for us. With trade as one of the main topics on the agenda, the discussion valuably evolved around intersectionality and strategies for overcoming discrimination. What do the results of the first EU Hydrogen Bank pilot auction mean for the market ramp up? Our Policy advisor Antonio Adolfo Fernández Rodríguez shares 9 key takeaways: ➡ Remuneration in form of a premium has proven to be a simple and agile way to support renewable #hydrogen production, de-risk projects and facilitate price discovery. ➡ From a ceiling price of 4.5 €/kg, the clearing price has been set at 0,48 €/kg. This means that, for now, the EU is getting a particularly good ratio in terms of the expected amount of H2 to be delivered: 1.58 million tonnes of RFNBO hydrogen over ten years and overall funds allocated through the auction (EUR 719.3 million). ➡ The median expected time to entry into operation was two years less (3 years) than the maximum allowed (5 years), indicating a high project implementation capacity and technological readiness. ➡ Polymer electrolyte membrane (#PEM) electrolysers, followed by Alkaline electrolysers, were by far the preferred technological option. ➡ A higher willingness to pay is expected from off takers in the mobility sector (approx. 8 €/kg) compared to industry (approx. 6 €/kg). ➡ The winning bids are exempt from the obligation to comply with the ‘additionality’ principle for renewable electricity generation for 10 years. A monthly temporal correlation will also apply until 2030. These relaxed certification rules may have led to lower bid prices. ➡ Larger projects sizes and low electricity prices in some EU countries, have led to lower the capital expenditure (CAPEX) and operational expenditure (OPEX) of the winning projects, resulting in a lower levelised cost of hydrogen (#LCOH). ➡ Regulatory mandates (industry targets) have increased the willingness to pay a premium for RFNBOs. This reinforces the argument that RFNBOs will only partially compete with grey hydrogen, as two separate markets may emerge. ➡ Germany made EUR 350 million available from its own national budget, which will serve hydrogen production in Germany. The auction as a service scheme is a mechanism through which Member States can make use of the EU-level auction platform and award national funding to additional projects. #EUHydrogenBank #PtX Frank Mischler Jan-Hendrik Scheyl
