About us
The Council of European Energy Regulators is the voice of Europe’s national energy regulatory authorities (NRAs). Its Members and Observers, from 39 European countries, are the independent statutory bodies responsible for energy regulation at national level. CEER Members: The energy NRAs of the EU-27, Iceland, Norway and the UK. CEER Observers: The energy NRAs of Switzerland, Bosnia and Herzegovina, Georgia, Kosovo, Montenegro, Moldova, North Macedonia, Serbia and Albania. CEER: - serves as a platform for cooperation, information exchange and assistance between energy national regulatory authorities (NRAs) and is their interface at European level with the EU Institutions; - develops best practice energy regulation and supports Europe’s energy NRAs in their daily work. NRAs have an obligation to work in the public interest, maintaining their independence and overseeing energy markets for the benefit of consumers; - Members and Observers collaborate on energy regulation issues, including wholesale and retail electricity and gas market design, smart networks and consumer empowerment; - is at the forefront of efforts to protect and empower energy customers; - produces fact-based reports, position papers, technical advice and forward-thinking recommendations; and - organises public consultations, workshops and other public events (all free of charge) which are important as CEER is committed to dialogue and engagement with energy stakeholders in the development of the energy regulatory framework. CEER is a not-for-profit association under Belgian law, based in Brussels, with 9 permanent staff. The CEER Secretariat is headed up by Secretary General Mara Berzina. Annegret Groebel (DE) was re-elected CEER President in January 2024 for the 2.5-year term. She is supported by 5 CEER Vice Presidents: Wolfgang Urbantschitsch (AT), Koen Locquet (BE), Pedro Verdelho (PT), Jana Haasová (CZ) and Alda Ozola (LV).

The #EU4Energy Renewable Energy campaign continues in Ukraine in cooperation with EU NEIGHBOURS east, Young European Ambassadors and National Energy and Utilities Regulatory Commission of Ukraine. The campaign aims to introduce schoolchildren to topics such as energy efficiency, renewable energies and highlight their importance. On 16 July, Young European Ambassadors and representatives of the National Energy and Utilities Regulatory Commission of Ukraine organised a hybrid workshop in #Zaporizhzhia, #Ukraine. The main goal of the event was to interact with children and teenagers and raise their awareness about climate change, #renewable energy sources, #environmental problems and the necessary measures for #electricity conservation. A delegation from Nigeria visited CEER on Monday 24 June for an exchange of views on energy related topics. The delegation was made up of a diverse crowd representing the Ministry, academia, operators, and regulatory bodies. A presentation of CEER and its international activities was given as well as a discussion around hydrogen and the recently adopted EMD reform.
