The new policy cycle at the end of 2024 is a pivotal opportunity to ask ourselves: - Are we taking the right approach towards decarbonising the built environment? - Are we making the link between buildings and EU prosperity, resilience, and equity? - And are we effectively harnessing the abundance of opportunities that renovating buildings offers – for our societies, our security, and our environment? That fact is that better buildings can be the answer to so many of the challenges we are facing today, and can help us achieve our common goals. We just need the right strategic approach. 📌 Our 10 Policy Priorities: 1. Successful implementation of the EPBD – design policy with impact and goals. 2. Boost Europe's industrial competitiveness and innovation with sustainable construction. 3. Optimise the institutional setup to further improve coordination and better grasp new challenges and opportunities. 4. Accelerate financial flows towards future-proof buildings. 5. Improve data availability, transparency, and quality through digitalisation. 6. Enhance energy security and resilience by combining energy efficiency and renewables in a smart energy system. 7. Future-proof clean, circular, sustainable buildings and construction sector. 8. Design policies with and for people to strengthen Europe’s social fabric. 9. Confront reality: adapt the built environment to be climate-resilient. 10. Elevate the EU’s experience into a “green buildings diplomacy” for enhanced energy security. Achieving climate neutrality by 2050 requires collaboration among value chain stakeholders to address the environmental impact of construction decisions across the asset lifecycle. The sector is both local and global, influenced by factors like capital costs, supply chain disruptions, and interest rates. To meet the goals of zero-emission, resilient, and healthy buildings, innovation in design, construction, and renovation is essential. The Commission should enhance initiatives like the New European Bauhaus and consider creating a "Clean Transition Dialogue for the Built Environment" to drive cooperation, innovation, and investment. For the first time ever, #DigitalBuildingLogbooks (DBLs) are formally defined and included in the new #EPBD. They are described as a voluntary repository for data on building energy performance. However, their role in the current EU policy landscape and position with regards to other relevant building information tools such as EPCs or renovation passports is still vague. As part of the #HorizonEU project Demo-BLog, we have produced a policy factsheet that sheds light on the state of the art of DBLs in the current EU policy framework. Key to this is the development of strong National Building Renovation Plans (NBRPs), with the first drafts due by end of 2025 – that’s little over a year! These plans should be built on public and stakeholder participation, driving investment and industrial strategies for the building sector. The European Commission must provide guidance, review NBRPs, and support implementation by sharing best practices. Housing is one of the most costly damaged sectors by the war in Ukraine according to The World Bank. The reconstruction of Ukraine's building stock requires therefore a huge investment. However, the situation also presents an immense opportunity to "build back better" and improve the overall's country energy efficiency. But how can a country in the midst of war begin reconstruction and convince investors that sustainable reconstruction is the way to go? A few months ago we gathered in a publication the 6 investment criteria to drive a sustainable reconstruction of Ukraine's built environment.
