If you can get hazards and hazard controls right, then you're well on your way towards an effective system safety program. Phil Cook and Neil Robinson presented "Precision and objectivity in the expression of hazard controls" at the Australian System Safety Conference in 2022, which provides guidance on specifying hazard controls.
