Today, IBAC tabled a special report on Operation Leo, an investigation into allegations of bribery and misconduct by councillors at Moonee Valley City Council (MVCC). Operation Leo investigated whether some councillors used their positions as elected officials to seek or obtain preferential outcomes for the Essendon Royals Soccer Club. The investigation found that some MVCC councillors used their positions to inappropriately influence council decisions, bypass decision-making processes and inappropriately disclose information. One example found involved a MVCC councillor bypassing proper processes by directly progressing property related applications and influencing a MVCC decision. #localgov #councils #investigation #report #integrity

Results of IBAC's latest survey reveal a widespread view that #corruption occurs in Victoria and an increasing opinion it poses a problem in the #workplace and when bidding for #government #contracts. Earlier this year, we surveyed the opinions of state and local government employees, Victoria Police employees, business #suppliers to government, and the Victorian #community to better understand their knowledge of corruption, perceptions of its prevalence and attitudes towards reporting. Today, IBAC tabled a special report on Operation Turton, identifying a problematic workplace culture at the then Metropolitan Fire Brigade (MFB) that led to repeated instances where employees misused sensitive information to advance personal and industrial interests. IBAC's Operation Turton investigated allegations of unauthorised access and disclosure of information by employees of the MFB. The investigation was prompted by allegations that an MFB network administrator had accessed the email accounts of MFB executives without authorisation. The investigation commenced in January 2019 and concluded in June 2021. IBAC found the incidents were largely driven by a desire to further the interests of the Victorian Branch of the United Firefighters Union (UFU) or its Secretary, Peter Marshall. These incidents were facilitated by a workplace culture where employees did not trust management and did not believe them to be acting in the best interests of the organisation or its employees. A big thank you to everyone who joined us at the Collingwood Town Hall yesterday. There was a high level of engagement throughout the morning, with discussion of corruption risks in local government and how to strengthen the #integrity of #councils.   Our speakers from the Victorian Electoral Commission, Local Government Inspectorate and IBAC addressed in-depth questions from Yarra City Council employees and other Melbourne metropolitan councils in attendance.   Discussion focused on the risks metropolitan councils face in an election year and the roles of the three agencies during this period. It also covered ongoing #corruption #risks in local government, including #conflicts of interest, misuse of information and resources, improper influence and vulnerabilities in #procurement.   #localgov #forum #integritymatters
