The workgroup will support a roadmap for quantum-safe cryptography adoption across the payments and banking landscape. With quantum computers gaining power, the threat to encryption standards like RSA grows. Organisations must transition to post-quantum cryptography to safeguard data against future quantum threats. The work group aims to outline requirements, identify dependencies, use cases, and develop a roadmap for implementing post-quantum networking, mitigating risks associated with future quantum computers. Digital payments enable digital commerce and are a crucial part of the digital services sector. The Emerging Payments Association Asia (EPAA) is thrilled about the milestone achieved in the World Trade Organization negotiations on Friday! This deal marks a major milestone for the WTO, modernizing its 20th-century rulebook to deliver tangible benefits for businesses engaged in merchandise trade and traditional services. Global trade transactions are shifting online and e-commerce is booming. We are seeing significant growth in the e-commerce sector. Last year, e-commerce accounted for nearly 20% of global retail sales, up from 7% in 2015. Digital delivery is also becoming the norm in the services sector. A coherent global digital regulatory landscape will benefit small and medium businesses as much as large tech companies. E-commerce enables small businesses to access global markets, but they are disproportionately affected by fragmented regulatory obligations. Achieving global digital regulations will streamline processes, fostering growth and innovation which will benefit both consumers and businesses and support digital transformation. How can we enhance data frameworks and regulatory consistency in cross-border payments? On 16 July, the Financial Stability Board (FSB) released two reports for public consultation on these topics. The proposed recommendations aim to: 1. Align data frameworks across borders. 2. Ensure consistent regulation and supervision of both banks and non-bank payment service providers. These steps represent important milestones towards achieving the G20 cross-border payments agenda – which set ambitious targets for access, transparency, speed and cost by 2027. The Emerging Payments Association Asia (EPAA) has been actively involved in this dialogue, advocating for reforms to address data alignment and regulatory inconsistencies. Including participation and membership on the BIS / CPMI Payments Interoperability and Extension (PIE) Taskforce; the FSB Legal, Regulatory and Supervisory (LRS) Taskforce; and the API Expert Panel. We believe in a collaborative approach that includes all government sectors to benefit all participants and facilitate innovation in the field. Key FSB recommendations include: - Creating a public-sector forum for payments, AML/CFT, and data privacy. - Taking a systematic approach to risk assessment. - Providing clear regulatory guidance and ensuring a level-playing field. - Expanding data sharing among regulators. These are promising directions, and EPAA looks forward to collaborating with members to shape our industry’s response. Public comments are open until 9 September 2024. Explore the reports below. Is Quantum Safety part of your boardroom discussion? It was great to see the topic on the Point Zero Forum agenda, with Philip Intallura Ph.D, HSBC, and a founding member of the EPAA Quantum Safe Cryptography Working Group, taking the main stage to join the discussion. One of the most talked about topics of the week at Point Zero Forum Zurich, was the report from Project Nexus: Enabling instant cross-border payments, which is taking steps toward live implementation. The Nexus initiative aims to revolutionize cross-border instant payments and set best-practice benchmarks for seamless international money transfers. Initially linking ASEAN-5 IPS (now with also the Reserve Bank of India) with plans for global expansion, Nexus will have adaptable governance and technology for future digital money models. To facilitate live implementation, partner central banks and IPS operators have agreed to work towards establishing a new entity - the @Nexus Scheme Organisation (NSO).
