Summary
Venti didn't rule Mondstat, unlike how other archons did with their nations. Mortals should be in control of their own lives, he'd seen firsthand what an overbearing god did to a country. That's not so to say he'd let the citizens of his nation suffer if he could help in small ways. Some situations simply called for Venti the bard, for a friend, someone to talk to, or make people laugh, but still every once in a while it calls for a god.
