Tartarus prison holds the worst villains Japan has to offer. Body counts in the hundreds, people so dangerous that a life sentence is a given - a concerning precedent, but Yagi Toshinori understands.
It also holds a 13 year old boy. All Might. Is. Furious.
Midoriya Izuku, otherwise known as Tartarus inmate 0715 was recovered from All for One's base when the man was killed and promptly thrown into Tartarus for the safety of Japan - without a trial, crime, or evidence of any kind of quirk - let alone All for One!
Midoriya Izuku is innocent. Legally, anyway.
