The Hero Association was becoming a tyrannical threat to Japan's government, catering to the people of the country and showing off it's immense firepower with heroes like Metal Knight. They had to be put down or the country would be at risk of a coupe. The Hachijo family had been watching The Hero Association for a long time as well. The two made an agreement; Japan would fund them and the Hachijo's would kill them.
