Summary
URSA: United Republic Security Agency. The intelligence branch of the United Republic of Nations. This department was shrouded in mystery, with nothing known to the public except its name and existence. It was responsible for covert operations both foreign and domestic. The agents in URSA already knew that URSA was the best intelligence service, but many of them were also the best secret agents in the Four Nations. Two field agents in particular were highly skilled. However, the two couldn't stand each other.
