Midoriya Izuku wanted to become a hero. Everyone said that you needed a quirk to become a hero, and surely someone without a quirk couldn't. The only way to become a hero, then, was to give themself a quirk, by any means necessary.

Midoriya’s quirk isn’t what anyone is expecting. That's not to say it’s bad, quite the opposite, it’s just that things are put in a different perspective when you regularly die. Midoriya still dreams of becoming a hero, and when he does- well no one was expecting this.

Izuku Midoriya and Hitoshi Shinso are never going to be the kind of heroes that make civilains think ‘oh, thank god we’re saved,’ when they arrive at the scene. There's too much prejudice against them, so a kid with a villain quirk and one with no quirk at all are never going to be able to inspire that sort of trust.
So instead of becoming heroes that bring hope, they decide to become the next best thing.
