Her grief is heavy, but it's familiar, it fades, it comes back, at the worst time, in the worst way. She doesn't think one ever heals, she doesn't think grief gets better, it just gets drowned out by more pressing matters.
It doesn't get better with time. She thinks it gets worse.

“We’re literally on the same island,” Korra says, exasperated, even though the argument is old by now and clearly useless. “I don’t understand why we can’t see each other until tomorrow.”

Because, now more than ever, her people need her, and she’s no use to them if she wastes even a single second trying to make sense of the person her mother became and trying to reconcile that with the person she thought her mother used to be.
Keep moving forward, that’s all she can do. That’s all she must do.
